CASE #: q <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />i <br />I <br /> <br />REQUEST TO APPEAL BOARD OF ADJUSTMENT DECISION <br />TO DENY A VARIANCE TO HEIGHT RESTRICTIONS <br /> FOR A MANUFACTURING BUILDING <br /> CASE OF: AMCOR PRECAST <br /> By: Megan Wald, Community Development Assistant <br /> <br />Background: <br /> <br />The City received a variance request from Amcor Precast to exceed the building height <br />restriction established in City Code on the property located at 6640 Industry Avenue. <br /> <br />The Board of Adjustment denied the variance on May 1, 2001. The Applicant gubmitted a letter <br />of appeal to the City Council. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br /> <br />Site location map <br />Building Elevation Plan <br />Memo from Fire Chief Dean Kapler <br />Draft Board of Adjustment meeting minutes dated May 1, 2001 <br />Findings of Fact adopted by Board of Adjustment <br />Resolution adopted by the Board of Adjustment denying the Variance <br /> <br />Observations: <br /> <br />Amcor Precast is in the process of expanding their facility and purchasing equipment that will <br />require a minimum building height of 44-feet. City Code restricts building height to 35-feet; <br />thereR)re Amcor Precast is requesting a 9-foot variance from building height restrictions in order <br />to operate a new indoor crane. <br /> <br />The Fire Chief indicates that the maximum reach capability of the Fire Department for fire <br />suppression and rescue operations is 35 feet. Concern is expressed relating to the possible <br />impairment of fire suppression and rescue activities resulting from equipment that cannot reach <br />the roofline. Ramsey does have a joint powers agreement with the Anoka and Andover Fire <br />Departments for emergency assistance and those 'departments do have aerial ladder trucks with <br />reach capabilities in excess of 44 feet. The Fire Chief also notes that the City Administrator will <br />recommend to the City Council that an aerial ladder truck be placed in Ramsey's 2002 capital <br />equipment plan. <br /> <br />According to the Uniform Building Code Amcor Precast will be required to sprinlde the office <br />and manufhcturing addition. Amcor will also be installing a sprinkler system into the existing <br />manufacturing plant. However, sprinklers are designed to contain a fire, not put them out. <br /> <br />-123- <br /> <br /> <br />
