I

REPORT FROM PUBLIC WORKS' COMMITTEE
By: Public Works Staff

CASE #:

Background:

The Public Works Committee met on Tuesday, May 15, 2001 and discussed the following five
cases:

Case #1: Update on Trunk Highway #47 STP

Staff has reported that the six-foot screening wall has been completed and a change order in the
amount of $254,313.06 has been negotiated by MnDot as compensation for the work. The City's
share of this amount is estimated $79,854.93. Council made a motion to recommend approval of
supplemental agreement No. 3. Staff also reported that the restoration and landscaping should be
completed by Memorial Day.

Finally, staff reported that traffic counts had been taken analyzed for meeting signalization
warrants at 142~d Avenue N.W. and Trunk Highway #47. The traffic data collected the week of
May 7, 2001 showed that signalization warrants have not been met at this location. The
westbound traffic volumes have decreased from the September 1999 levels. The Mayor
suggested approaching MnDot after soliciting support from several groups interested in
signalization of this intersection.

Council Action:

Motion to ratify the recommendation of the Public Works Committee to enter into supplemental
agreement No. 3.

Case #2: Consider Ordinance to Amend Grading Regulations

The Committee discussed the current and proposed Mining and Grading Ordinance. This
ordinance would introduce language to assist staff when reviewing new plans and excavation
plans.

Council Action:

Motion 'to ratify the recommendation of the Public Works Committee and directed staff to
investigate how other communities are handling compliance with the final grading plan and add
language that would make it clear that the residents will still need to contact other agencies that
have jurisdiction, such as the Lower Rum River Watershed Management Organization,
Department of Natural Resources, and the United States Army Corps. of Engineers.

G:\users\City Shared File\Public Works Department\CommitteesCublic Works Committee\CasesL200l\Council Update\cc 05.22.01.doc
-207-
