-22-

Councilmember Hendriksen stated that a suggestion was.made to do a better job of informing
residents of the changes in the Comprehensive Plan. He stated that if residents truly want what is
in the Plan then he would be more apt to support it, but he thinks what has happened is that there
have been many meetings and many changes made that people would be shocked to find out.
More meetings need to be held so that the residents can be informed.

Mayor Gamec suggested using the Ramsey Resident to provide information. Include a map of
zordng indicating existing zoning and any changes, an explanation of density, and the impact on
existing residential neighborhoods.

Councilmember Zimmerman stated that Met Council's goal was to achieve three units per acre
and the current plan is 4.7 units per acre. He felt that most of the single family residential will be
a thing of the past and that most of the 'development that will occur will be townhomes and
apartments.

Councilmember Hendriksen stated that the one thing he is personally concerned about is sewer
and water and he has heard that the Council would not force residents to hook up. He inquired if
the Council would support placing language in the Plan that no one would be forced to hook up
to sewer and water if available and no one would engage to £orce sewer and water to
neighborhoods that do not want it.

Mayor Gamec replied that he thought that that wording could be included.

City Administrator Norman replied that he will draft the language and bring it back for Council
consideration.

Motion by Councilmember Anderson, seconded by Councilmember Kurak, to refer the Ramsey
Comprehensive Plan update and Critical Area Plan to the Planning Commission for a public
hearing.

Motion carried.
