I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />is proposing to locate a mulit-tennant retail facility on a 3.8 acres parcel that is in the process of <br />being created. The property is zoned B-3, Highway Business District, and the proposed use is <br />allowed in the B-3 Zoning district. The site plan is proposing to develop a 23,312 square tbot <br />multi-tenant retail facility. The proposed building exceeds the required front, rear, and side yard <br />setbacks established in the B-3 Business District. City Code requires a 20-foot green space area <br />adjacent to all public streets, which this site plan meets. City Code restricts lot coverage to 35 <br />percent of the lot area; the site plan for the retail center is proposing 14 percent lot coverage. The <br />applicant has applied for a variance from the 30 percent impervious surface restriction required <br />under City Code for the part of the property located within the Critical River and Wild and <br />Scenic River Overlay District. The Board of Adjustment met on April 3, 2001, to consider the <br />request and granted approval of the variance. In accordance with City Code, all driveways, off- <br />street parking and maneuvering areas are proposed to be surfaced with bituminous pavement and <br />finished with b-6/12 concrete curbing. City Code requires one space for every 200 square feet of <br />retail floor area. The applicant has stated that 90 percent of the square .footage will be used as <br />retail floor area, which will require 105 parking spaces. The site plan shows 113 parking stalls. <br />City Code specifies that exter/or wall finishes shall consist of natural or prefabricated brick or <br />stone or pre-cast concrete panels or some other material approved by City Council. The building <br />elevation plan indicates that the exterior wall materials will consist of integrally treated concrete <br />masorn'y units, face brick, and a refinished metal cap. The site plan shows a future service road <br />along the northern boundary of the site. This idea is supported by staff. A provision will be <br />placed in the development agreement requiring future dedication of the area as a roadway to the <br />City. The Planning Commission reviewed the site plan on April 3, 2001, and recommended <br />approval contingent upon compliance with City staff review letter dated March 30, 200 I. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to approve the site plan for <br />the retail center contingent upon compliance with City staff review letter dated March 30, 2001. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Case #7: <br /> <br />Request for a Conditional Use Permit to Construct and Operate a Cellular <br />Antenna and Related Equipment Building on City Property; Case of <br />Verizou Wireless <br /> <br />Community Development Director Frolik stated that the City has received an application for' <br />Verizon Wireless requesting a conditional use permit to construct and operate cellular antennas <br />and an equipment building on City owned property generally located at the intersection of C.R. <br />#5 and Dysprosium Street, otherwise know as 14391 Dysprosium Street NW. The subject <br />property is zoned B~ 1 Business, surrounding parcels to the north, south, and west are currently <br />zoned B-1 Business, and the property to the southeast is zoned high-density multi-family <br />(Savanna Oaks Senior Apartments). Royal Oaks Realty is proposing to rezone 86.71 acres <br />surrounding the water tower to Planned Unit Development (PUD) in order to facilitate a <br />tow~xhome, apartment, and single family development.
