This situation has <br />been recognized as a regional priority in Mn/DOT's Metro Division 2005-2025 Transportation <br />System Plan, Metropolitan Council's Transportation Policy Plan. <br /> <br />Observations: <br /> <br />Mnf, DOT, Anoka County and Hennepin County are joining forces to do a Northwest Metro <br />Corridor and Privet Crossing Study to consider a long-term option to address the relief of <br />congestion on the highway corridors and river crossings. <br /> <br />It is likely that property west of Armstrong Blvd. in Ramsey would be impacted if a Mississippi <br />River crossing, as contemplated in the Ramsey and Dayton draf~ Comprehensive Plans, iA <br />determined to be a long-term option to the traffic congestion. The City has received a written <br />request from County Commissioner Dennis Berg asking the City to implement a moratorium on <br />development in portions of Section 29 to protect the planning process during the study period. <br /> <br />Recommendation: <br /> <br />City Staff recommends introduction of the ordinance as proposed. <br /> <br />Council Action: <br /> <br />Motion to introduce Ordinance #01-.. to establish a moratorium on the development of certain <br />parcels of located in Section 29 of the City of Ramsey, Anoka CounW, Minnesota. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Attorney <br /> <br />CC: 06/12/01 <br /> <br />-75- <br /> <br /> <br />
