The City of Ramsey shall immediately rezone Plaintiffs property .fi'om R-IR <br /> (rural residential) to R-1U (urban residential) in accordance with its 1995 <br /> comprehensive plan and zomng map and in accordance with Plaintiffs zoning <br /> applications filed in November 1998 and May 15, 2000. <br /> <br /> The City of Ramsey and Metropolitan Council shall be enjoined from <br /> approving or altering any official controls or comprehensive plan which <br /> would impair or restrict the deyetopment of Plaintiffs property as urban <br /> residential (i.e., "R-1U" under the City of Ramsey's zoning ordinances, which <br /> <br /> <br />
