-246- <br /> <br />were concerned that a small house would detract from the existing homes in the area. Staff has <br />reviewed the lot and has determined that a house with a footprint of 1100 square feet can be <br />located within the setback area. The developer has prepared an architectural drawing and a floor <br />plan for a house that could be located on the property. <br /> <br />The Planning Commission also heard a lot of testimony regarding the saving of trees along the <br />existing path, the peninsula, and the perimeter of the development property. The Planning <br />Commission instructed the developer to redo the tree preservation plan to address these issues in <br />greater detail. The revised tree preservation plan is included with this case cover sheet. The <br />Planning Commission also instructed the developer to work with a resident in regards to his <br />concern with the location of the northwest drainage pond. <br /> <br />During the meeting, questions were asked whether an Environmental Assessment Worksheet <br />(EAW) was required for the development. Prior to the meeting, staff had already determined <br />that a mandatory EAW was not required since the minimum thresholds that the State of <br />Minnesota requires for environmental review were not exceeded. The Planning Commission <br />instructed staff to research whether any Federal environmental review of the subdivision is <br />required. Staff will report on this matter at the City Council meeting. <br /> <br />The Ramsey Planning Commission recommended approval of the preliminary play subject to the <br />following: 1) Rezoning the parcel to P.U.D.; 2) compliance with the City Staff Review Letter <br />dated June 1, 2001; 3) continued dialogue with the residents of 145th Court regarding the size of <br />a proposed house on Lot 2, Block 1; 4) the developer discussing with residents on Junkite St. <br />N.W. possible location options for the northwest drainage pond; 5) City staff researching the <br />applicability of Federal environmental regulations to this subdivisions; 6) the Developer <br />submitting a revised tree preservation plan that preserves trees on the peninsula, along the <br />existing trail, and along the perimeter of the development. <br /> <br />Recommendation: <br /> <br />City Staff recommends preliminary plat approval subject to compliance with City Staff Review <br />Letter dated June 1, 2001, Revised June 21, 2001, rezoning the parcel to P.U.D., and compliance <br />with issues raised by the Planning Commission. <br /> <br />Council Action: <br /> <br />CC: 06/26/01 <br /> <br />Review Checklist: <br />City Engineer <br /> <br />Motion to approve the preliminary plat subject to the City Staff Review Letter dated June 1, <br />2001, Revised June 21, 2001, the rezoning of the parcel to P.U.D., and compliance with the <br />issues raised by the Planning Commission. <br /> <br />Community Development Director <br />Community Development Assistant <br /> <br />Copy To: <br />Parks & Utilities Supervisor <br /> <br /> <br />
