Brian Olson, P.E. - 4 - May 3I, 2001 <br /> <br />A traffic operations analysis was conducted for the a.m. and p.m. peak hours at each of the key <br />intersections to determine how traffic currently operates within the project area. The signalized <br />intersection, of TH 47/CSAH 5 was analyzed using Synchro. The unsignalized intersection of <br />CSAH 5/Dysprosium Street was analyzed using the Highway Capacity Software. Capacity <br />analysis results identify a Level of Service (LOS), which indicates the quality of traffic flow <br />through an intersection. Intersections are given a ranking from LOS A through LOS F. LOS A <br />indicates the best traffic operation, with vehicles experiencing minimal delays. LOS F indicates <br />an intersection where demand exceeds capacity, or a breakdown of traffic flow. LOS A through <br />D are generally considered acceptable by drivers. LOS E indicates that an intersection is <br />operating at, or very near, its capacity and that vehicles experience substantial delays. <br /> <br />Results of the analysis shown in Table 1 indicate that the key intersections currently operate at an <br />overall LOS C or better during the a.m. and p.m. peak hours, with existing traffic controls and <br />geometric layout. <br /> <br />Table 1 <br />Existing Capacity Analysis <br />Level of Service Results <br /> <br />Intersection Level of Service <br /> A.M. The overall LOS is shown followed by the worst approach LOS. <br /> <br />Proposed Development <br /> <br />The proposed residential development is to be constn]cted on a currently vacant site in the <br />southwest quadrant of CSAH 5 and Dysprosium Street in the City of.Ramsey. The proposed <br />development includes 73 singleofamily holmes, 152 townhome units, and 82 senior apartments. <br /> <br />A full-access intersection is proposed along CSAH 5 approximately 670 feet west of Dysprosium <br />Street. This roadway will serve as the primary access to/from the townhome units and single- <br />family homes. Two full-access driveways are proposed along Dysprosium Street south of CSAH <br />5, serving as the primary access to/from the senior apartments. <br /> <br />In addition, the proposed site roadways will connect with the existing Iodine Street, providing an <br />alternate access to/from CSAH 5 via 146th Avenue (see Figure 3: Proposed Site Plan). <br /> <br />.7271- <br /> <br /> <br />
