Maximum grades adjacent to water bodies are six <br />horizontal to one vertical. Some of the slopes are nearly twice this steep. Retaining wails or <br />special landscape measures should be considered to reducing these slopes or minimizing the <br />erosion potential of these areas. <br /> <br />During the Planning Commission public hearing, a resident was concerned with the location <br />of the northwest drainage pond. The Planning Commission, as a condition for approval, <br />instructed the developer to work with the resident at finding other solutions in regards to the <br />location of the northwest drainage pond. Please provide staff with an update in regards to <br />this matter. <br /> <br />Traffic Generation Analysis: A traffic generation analysis was completed by SKF, Inc. in <br />regards to this proposed plat. A copy of the report is attached. The City will plan on <br />implementing the recommendations of the consultant. <br /> <br />Utilities and Water Usage: The development will be served by municipal water and sanitary <br />sewer. A utility plan has been submitted and is generally acceptable with the following <br />comments; 1) Watermain on cul-de-sacs may be reduced from eight inch pipe to six inch <br />pipe; 2) The apartment building should be looped between Dysprosium Street and the <br />eastern most townhouse watermain. This will provide two sources of flow to the apartment <br />building; 3) An eight inch waterline should be extended between Lot 6 and 7 of Block 5 to <br />provide future service to Fluorine Street. <br /> <br />Tree Preservation Plan: The Planning Commission reviewed the original tree preservation <br />and instructed you to revise the tree preservation plan in order to preserve as many trees on <br />the peninsula, along the existing trail, and around the perimeter of the development property. <br />A new tree preservation plan was submitted to staff and will be reviewed by the City <br />Council L <br /> <br />House on Lot '),~, Block 1: At the Planning Commission meeting, area residents were <br />concerned about the size of a house on Lot 2, Block 1. You have submitted a site plan and <br />floor plan to locate a house on this lot that meets City Ordinances. <br /> <br />Park Dedication: The preliminary plat was forwarded to the Park Commission for its June <br />20, 2001 meeting. The City has the option for cash, land, or a combination of the two. The <br />current rate for park dedication is $1300 per unit; there is also a trail development fee of <br />$325 per unit. The decision of the Park Commission will be reflected in the development <br />agreement for The Ponds. <br /> <br />Environmental Review: As part of the review process, staff determined that The Ponds <br />subdivision was not subject to a mandatory Environmental Assessment Worksheet (EAW) <br />since the subdivision is below the mandatory EAW thresholds. The Planning Commission, <br />as a condition of approval of the preliminary plat, instructed staff to research the applicability <br />of Federal environmental regulations to this subdivision.
