-328-

denied a variance to exceed the maximum height by the Board of Adjustment on June 5, 2001. The
applicant is appealing the decision to the City Council.

The first story will contain 28 apartments and the second and third stories will contain 27 apartment
each. The building will have 28 one-bedroom and 54 two-bedroom units. The one bedroom units
will be 760 square feet and the two bedroom units will be 1053 square feet which meets City
Ordinances.

The exteriors of the structure is proposed to consist of ~,inyl siding, block and brick, The roof will
have asphalt shingles.

The apartment building will have 91 underground parking stall for use by the tenants and will
provide 50 off-street parking spaces in front of the apartment building for a total of 141 parking
spaces. Under the MR Multi-Family District, a total of 150 parking spaces would be needed for this
development. The previous senior apartment development, Savannah Oaks, used a standard of 1.5
parking spaces per unit. If this standard is applied to The Ponds apartment building, a total of 123
parking spaces are needed. Staff is recommending that this standard be used again since very few of
the residents have two cars and some have none.

Public access Will be provided from Dysprosium St. NW.

The original landscaping plan was deficient in several areas, namely the lack of detail and
insufficient number of planting around the apartment building. The developer has submitted a
revised landscaping plan and staff will comment on the revised plan at the City Council meeting.

At their June 5, 2001 meeting, the Planning Commission denied site plan approval based on the
earlier decision by the Board of Adjustment to deny the variance request to allow for the apartment
building to exceed the maximum height allowed under City Ordinances.

Recommendation:

The Planning Commission recommends denial of the site plan for the apartment building proposed as
part of The Ponds subdivision based on the decision by the Board of Adjustment to deny the variance
request for the apartment building to exceed the maximum height allowed under City Ordinances.

Council Action:

Will be based on your discussion.

Review Checklist:
City Engineer
Community Development Director
Community Development Assistant

CC: 06/26/01

I
i
I
I
I
I
I:
!
I
I
I
I
i
I
I
I
I
I
