-402- WHEREAS, the City Council finds that an interim ordinance placing a moratorium on the development of certain parcels is necessary to protect the planning process and the health, safety and welfare of the citizens of Ramsey during the Northwest Corridor River Crossing Study process. SECTION 3. PROHIBITION During the term of this Ordinance, notwithstanding Chapter 9 of the City Code, entitled "Zoning and Subdivision of Land," no subdivision, rezoning, site plan approvals, conditional use permits or variances of any kind shall be permitted, except that applications for interim use permits for which no permanent or temporary building is required may be considered. UNDUE HARDSHIP EXCEPTIONS The City Council may grant an exception to the provisions of this Ordinance when, in its opinion, undue hardship or a practical difficulty may result form strict compliance. In granting an exception, the City Council shall prescribe any conditions that it deems necessary to or desirable for the protection of the public interest. NO exception shall be granted unless the City Council finds: 1. That there are special circumstances or conditions affecting said property such that the strict application of the provisions of this Moratorium Ordinance would deprive the petitioner of the reasonable use of petitioner's land. 2.
