I
I
I
I
I
I
I
I
I

F.C. CASE

REQUEST FOR CHANGE ORDER TO IMPROVEMENT PROJECT 00-21,143m>
AVENUE NW STREET AND UTILITY CONSTRUCTION
By: Brian E. Olson, City Engineer

Background:

The construction of 143rd Avenue NW between Jaspar Street NW and County Road 116 started
early this Spr/ng and will continue and be completed by the end of the summer. During the
construction of the facilities that would enable development to occur in Gateway Industrial Park
No. 5, we constructed a regional pond for the development of the industrial park to occur. Due to
the substantial amount of rain that we have gotten this summer, the Contractor has requested a
change order to install a wood fiber blanket embedded with a seed mixture to control erosion and
establish turf in the Pond. The original Contract called for the area to be seeded.

Although seeding does allow for turf establishment, it does take awhile to act as an erosion
inhibitor. The pond could be completely sodded, which would result in an almost immediate
erosion inhibitor, but would be an increase in over $25,000 of additional cost to the project. The
original estimate prepared for the change order for the wood fiber blanket came to almost
$21,000. In discussions with the Contractor, Staff has asked that the price be reduced because of
the increase in quantities and increased effectiveness for maintenance thereby easing the burdens
that the Contractor would be responsible for erosion control. A letter from Edckson
Construction, Inc. explaining the proposal will be distributed at the Finance Committee.

We are also asking to substitute the wood fiber blanket for the boulevard sod that was anticipated
in areas where there is not an established business. This will be a cost savings to the project and
can eliminate the need for extensive care that sometimes are required for sodded areas.

Recommendation:

It is staff's recommendation to enter into a Change Order to authorize Erickson Construction to
install wood fiber blanket on the ponding and boulevai'd areas in the project to help establish the
turf sooner and minimize the erosion potential of the exposed soil.

Council Action:

Motion to authorize Erickson Construction to install wood fiber blanket on the ponding and
boulevard areas in the project to help establish.'-the"turf s00ner and minimize the erosion potential
Reviewedof the exposed soil. by:
City Administrator
Director of Public Works
Finance Officer

FC: 06/26/01

r431-
