Councilmember Kurak inquired when another pump truck would be needed.

Director of Public Works/Fire Chief Kapler replied 12 years approximately.

City Administrator Norman stated that it would be staffs recommendation to order the truck as
pmX of the 2002 budget and then finance it over a ten year period.

Director of Public Works/Fire Chief Kapler noted that it would take one year to receive the truck
once ordered.

Finance Officer Lund recommended using Capital Equipment Certificates to purchase the truck

Councilmember Zimmerman stated that he does not think that he can support the purchase of an
aerial ladder truck especially with the possibility of HACA being eliminated.

Councilmember Hendriksen stated that when they pay for the truck using Capital Equipment
Certificates the money still comes from the taxpayers and it is only a way to avoid levy limits.
He does not see the need for the truck when there is a mutual aid agreement with neighboring
cities.

Director of Public Works/Fire Chief Kapter replied that the mutual aid agreement was agreed to
in order to offer assistance to each other, but not for the City to not rely on them for certain
protection.

Councilmember Hendfiksen stated that the City of Ramsey provides mutual aid in different
ways, such as man power or additional trucks.

Director of Public Works/Fire Chief Kapler replied that Elk River, Andover, and Anoka did not
purchase their vehicles for Ramsey.

Councilmember Hendriksen stated that he does want to plan for the future, but everyone needs to
live within their budget. The City recently built a new fire station and purchased a new fire truck
over the last twelve months. He does not know that as responsible managers of a budget they
could consider purchasing an additional truck.

City Administrator Norman replied that the City is a growing and developing community and not
purchasing the truck could send the wrong message to the commercial and industrial businesses.
Recently the Board of Adjustment denied a variance to exceed the height restriction for Amcor
due to lack of proper fire suppression equipment in the City.

Councilmember Zimmerman inquired if all the alternatives had been considered in the Amcor
case including building a ramp along the side of the building to accommodate a standard fire
truck.

City Council/May 15, 2001

-40-
