I <br />I <br />I <br />I <br /> I <br /> I <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> <br />Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> RESOLUTION #01-07- <br /> <br />RESOLUTION APPROVING TIlE ISSUANCE OF AN INTERIM USE PERMIT FOR <br />THE OPERATION OF A CONCRETE BATCH PLANT, BASED ON FIINDINGS OF <br />FACT # . , AND DECLARING TERMS OF SAME <br /> <br /> WHEREAS, Ballard Ready M/x, Inc. (the "Permittee") has properly applied to the City <br />of Ramsey (the "City") for an interim use permit on the property generally located west of <br />Armstrong Boulevard and north of Highway #10 and legally described as follows: <br /> <br />Unplatted Ramsey Township, the Northwest Quarter of the Northeast Quarter, <br />Section 29, Township 32, Range 25, Anoka County, Minnesota, except railroad <br />right of way, subject to easement to Rural Co-Op Power Assn. <br /> <br />(the "Site"); and <br /> <br /> WHEREAS, The Planning Commission met on July 12, 2001, conducted a public <br />heating and recommended City Council approval of the request. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY TIqE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />I) The concrete batch plant will be permitted to operate for a per/od of twenty-four (24) months <br /> commencing with the adoption of this resolution. <br /> <br />2) <br /> <br />4) <br /> <br />5) <br /> <br />6) <br /> <br />7) <br /> <br />8) <br /> <br />9) <br /> <br />That the hours of operation shall be from 6:00 a.m. to 6:00 p.m. Monday through Saturday. <br />Any vahance from these hours of operation shall require prior spec/al approval by the City <br />Administrator or his/her designee. The City Council shall be notified of the temporary <br />change in hours. <br /> <br />That any stock piles of material shall be limited to a maximum hei~=~ht of 12 feet as measured <br />from the existing ground elevation over which it is placed and shall be located no closer than <br />20 feet to any property boundary. <br /> <br />Driveway and approach shall be covered with class-5 with a minimum width of 24-feet, be <br />compacted, and must include and area for mm-around. No parking shall be permirted along <br />driveway/approach. Dust control measures shall be implemented. <br /> <br />A fence with a minimum height of 6 feet shall be constructed to encompass area of operation. <br /> <br />That off-street employee parking shall be provided such that there is at least one parking <br />space for each employee on the maximum worldng shift. <br /> <br />That no build-up of material shall be permitted on any haul roads. <br /> <br />That all costs incurred by the City in administering and enforcing this permit shall be the <br />responsibility of the Permittee. <br /> <br />That all outside storage of equipment shall be in an orderly fashion. The outside stora.~e of <br />debris and/or materials not used in the operation and inoperable vehicles and equipment]hall <br />not be permitted. <br /> <br />-99- <br /> <br /> <br />
