Norman, City Administrator <br /> <br /> Background: <br /> <br /> City Council approved a settlement a~eement with Anoka County Community Action Program <br /> (ACCAP) in concept during their regular meeting of July 10, 2001. With the completion of the <br /> agreement in concept, the attorneys have completed a formal settlement agreement and mutuaI <br /> release which is attached to this case. <br /> . <br /> As part of the settlement agreement, the City wilt agree to create a Housing Tax Increment <br /> Financing (TIF) District for purposes of a multi-family housing project.
