Some City staff persons and Councilmembers Kurak and' ~derson visited the facility in Redwing. There was consensus that St. Paul T~rminals manages their recycling facilities in an acceptable mann~r jnd-4t'ii~'to their credit th~t,:their ultimate goal is for an ail indoor operation and agree tO-/ 1-010% opacity, i~screening in thd'_",mtg~:: City staff contacted the Anoka County Environmenfat-~Services De~,,rtment. The rn~diLqcati~ns consist of amending term #1 to state that the Permit is conditioned'upon the appli'cantp~'~viding the City with proof of ownership of the property. Item #21 was added Io require'a, financial surety to ensure that the concrete screening wall is installed within the two, year time frame established. Per the Planning Commission's request, City Staff is reviewing insurance requirements and limits. The Planning Commission recommended apProval of the request f0r;a conditional use permit. ~ .
