Citizen Input

Jim Gilbertson stated that the City has a mutual aidagreement with Elk River and Anoka, so why
would the City of Ramsey want to purchase their own aerial ladder truck.

Mike Black, Royal Oaks Realty, presented an ~tevation of the proposed senior building. He
explained that he had met with the Fire Chief regarding the height issue and since that meeting
they have made a few adjustments to the proposed building. They have changed the grading plan
by four feet around the two sides of the building where the Fire Chief had the most concern. In
addition to that they will have a level area for 25 feet around the building as well as a walkway
around the building. The Fire Chief also raised some issues regarding fire prevention to be
included as part of completion of the building. The architect has addressed those issues and will
forward that information on to the Fire Chiet:

Board Member Reeves inquired if the units would be full-service.

Mr. Black replied that the apartment building will be independent living only, but will be
designed for wheelchair accessibility.

Board Member Reeves expressed concern about evacuation from the third floor for anyone that
might not be as mobile. He inquired if the developer had given any thought to keep residents
that might not be as mobile on the lower levels.

Mr. Black replied that he was not prepared to ~/nswer that question.

Board Member Reeves requested that staff verify what state code was regarding that issue.

b/ir. Black noted that the maximum feet of 52 feet is measured at the lowest level from the garage
entrance. The height around the majority of the building will be around 42 to 45 feet.

Denise Albrecht, 5513 143fd Avenue, Ramsey, inquired as to why the City would be placing two
apartment buildings across from each other. She stated that she would not be opposed to single
family homes in the area.

Chairperson Nixt replied that the issue before th_e~Board of Adjustment had to do with the height
variance request.

Ms. Albrecht stated that the height of the building will be a rea[ issue for her. She did not think
that the variance should be granted. She felt that thb' apartment building should be built in a
different area of the City.

Chairperson Nixt inquired if Ms. Albrecht would approve of the building if they met the height
restriction requirements.

Board of Adjustment/June 5, 2001

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
