-276-

Mark Barrett, 5221 155t~ Lane NW, Ramsey, stated he was concerned about the area off 155~h
Lane. He commended the Commission and the developer for bringing improvement to this plan,
but suggested there was room for more improvement. He felt the forecast of 40 cars going out
that street is going to jump dramatically. The developer had mentioned it could be a restricted
access for emergency vehicles only. Mr. Barrett felt the Council would approve that idea. He
said he had another concern regarding the safety of the children due to the street being near a
children's park. Mr. Barrett stated he didn't think the street would serve its purpose as far as
efficiently directing the traffic. He suggested the traffic be directed to the south. Mr. Barrett
thanked the Commission for opening up to further comments.

Dan Nelson, 15420 Ute Street, Ramsey, stated he lives near the park and there is a trail to access
the park next to his yard. He shared the concern of the safety of the children. He explained his
was the most impacted house of this development. He expressed frustration in the posting of this
development. He learned of the potential development from a neighbor.

Brent Smith, 15620 Yak/ma Street NW, Ramsey, stated he offered to buy the proposed outlot
behind him from the developers. He felt the City had not done anything for him. He added that
he spent $13,000 for the outlot behind him for himself. He stated he would like to see Yak/ma as
a cul-de-sac. In that event, there would still be small lots available for the developer. He
expressed his opinion that he didn't think another exit onto 156~ Lane was necessary. He said
that 153~d Lane was meant to take the traffic and 156th. Lane was not.

Marguerite Henke, 14311 Armstrong Boule-C~rd NW, Ramsey, stated the Density Transition
Ordinance is part of the City's Charter. This was implemented and voted on in the Charter. She
stated she would like an explanation of what has happened to that ordinance.

John Westrum, 15660 Juniper Ridge Drive, Ramsey, stated other maps are possible, which is
why he redrew them and submitted them to the developer. He commented that the developer
could do anything possible, as long 'as the Planning Commission approved it. He questioned
whether the three proposed exits would be sufficient.

John Hatch, 15500 Barium Street N.W., Ramsey, suggested there be more exits to 1534 Lane,
thereby the heavier traffic would use 153~ Lane and not I55~ Lane. If it is not a through street, it
may not be used. He stated he would be in favoy~of Option B if the number 40 stayed at 40.

Commissioner Johnson questioned whether the traffic consultant is comfortable with the traffic
levels proposed.

Pat Corkle, SRF Consulting Group, Inc., stated he is comfortable with the numbers; he
completed a very detailed travel study.

Commissioner Johnson asked Mr. Corkle's opinion on moving one cul-de-sac down to 153rd
Lane, and whether a stacking problem would be anticipated.

Planning Commission/August 7, 2001

I

I
