I
I
I

"I
!
I
I
I
!
I
I
I

I
I
!
I

Chairperson Nixt called the public hearing to order at 8:19 p.m.

Presentation.

Community Development Director Frolik stated

Citizen Input

Dan Blake, Centex Homes, explained that the property has been rezoned to R-1U and they have
submitted a plan that complies with the City's zoning requirements. Mr. Blake reviewed the
proposed road connections in the development and the proposed expansions to Bear Park and
Woodland Green Park, which would also included some improvements to those parks.
Sidewalks and trail system are included as part of the development which would interconnects
the parks to the trail system. Mr. Blake explained that the project would be developed in phases
starting at the south and working northerly). Centex is in agreement with the recommendations in
the City staff review letter, making one observation 'in regards to the comment of the streets
being more straight rather than curved. He explained that straightness of the streets was not an
intent, but happened because of the topography on the site. There will be sidewalks on the
streets and homes are located closer to the street .in an urban development which will typically
keep traffic at a lower speed. In the northern corridor of the development Centex Homes in
Reilley Estates has agreed to create a. 50 foot wide corridor that would be purchased by the
adjacent landowners to make their lots bigger and proVide a buffer between the new homes and
the existing homes.

Chairperson Nixt inquired if Centex anticipates that all of the outlots will be purchased.

Mr. Blake replied that Centex has received written agreements from most of the adjacent
property owners; but if the outlots are not purchased, then they would revise the plat.
Pat Corkle, SRF Consulting Group, Inc., hired by the~ City to review the traffic impacts of the
development. He explained that the traffic operations for existing conditions were analyzed at
the following intersections: TH #47 and 156"' Lane, Yakima Street and 156' Lane, TH #47 and
153~d Avenue, and Waco Street and 153~d Avenue. The analysis indicated that the key
intersections currently operate at an acceptable level during the a.m. and p.m. peak hours, with
existing traffic controls and geometric layout. The proposed residential development is to be
constructed on a currently vacant site bordered b-~ 156'h Lane, Roanoke Street, 153ra Avenue and
Argon Street. The proposed development includes 155 single family homes. The development
is proposed to be constructed in phases throughout the next three to five years, with full
completion in year 2006. The following existing stub streets are proposed to connect to the
development: Yakima Street south of 156th Lane, Waco Street south of Juniper Ridge Drive,
155'~' Lane east of Barium Street, and Ute Street north of 154*t~ Lane. Two additional full-access
connections, opposite Waco Street and Xkimo Street, are proposed along 153rd Avenue. It is
estimated that there will be 1,550 daily trips generated from the development with 118 trips
occurring during the a.m. peak hours and 159 trips occurring during the p.m. peak hours.
