I I I I I I I I I iI I I I I I I I I I Pit Latrine ($3,000): This park improvement, if approved, would be funded from the Park Trust Fund annually for a different location each year. The project proposed is intended to begin to replace the small plastic portable toilets in the City's actively used parks with a unit more desirable to use and handicap accessible. (Currently the City expends about $1,200 per month on rental and maintenance). These units would also be serviced regularly, but the rent and insurance cost would be avoided. Central Park Entrance: This project is somewhat unique in that most projects included in the Parks five year C.I.P. are proposed by the public or Commission and move up through the years of the plan based upon priority. During the five year C.I.P. presentation of the plan to the Finance Committee last year, the Committee asked that an entrance plan for Central Park be developed. The Commission's plan was received by the Committee and was sent back for revision, including adding the letters "City of Ramsey". The Park Commission has discussed the proposed improvement on a couple of occasions and is recommending that the scope of the project be reduced about 75 percent until a later date. The revised plan is estimated at $71,390. The Commission is requesting that the financing be structures with two thirds Lawful Gambling Funds, with the remaining amount designated by a fund source that does not detract from the Park development projects scheduled within the Commissions five year plan. Councilmember Hendriksen recommended moving the signage 45 degrees to make it more visible from Armstrong Boulevard. Parks/Utilities Supervisor Boos replied that he did not see a problem with skewing the sign. Councilmember Zimmerman inquired if there were any funds in economic development, similar to the funds that were used for the entrance signs into the City of Ramsey. Finance Officer Lund replied that she was not sure of the dollar amount available, but they would be looking for approximately $23,559, which she did not think would be possible. Parks/Utilities Supervisor Boos stated that the Council could do more of a standard sign and then chose to do a larger sign in the future, or purchase the letters and do something to meet the game fair timeline. Councilmember Hendriksen stated that presently the corner is in need of being cleaned up and it is not an attractive corner for the people that come into the City. Councilmember Anderson stated that it does seem to make sense to see if there is another area of funding that could be used to complete the project. Mayor Gamec stated that in regards to the pit latrine he would recommend using a block or some other structure because he is concerned that they might be burned down if they are constructed of wood.
