-56- <br /> <br />Councilmember Hendriksen stated that staff needs to break down a timeline for spending the <br />$635,500. <br /> <br />Case #3: <br /> <br />Receive and Review Telephone System Quotes; Select Telephone System <br />Proposal <br /> <br />Item was tabled. <br /> <br />Case #4: Accept Refuse/Recycling Hauler; Award Quote for Municipal Site Service <br /> <br />Assistant City Administrator Moore-Sykes stated that in 1999, the Council directed staff to begin <br />an annual process to request solid waste removal and recycling quotes for municipal site service <br />from area haulers. On June 13, 2001, requests for service quotes were again sent to the area <br />garbage haulers inviting them to participate in the bidding process for solid waste removal and <br />recycling. By the advertised deadline of July 16, 2001, staff received a quote from ACE Solid <br />Waste, Inc. Staff received a quote from Waste Management on July 18th, two days after the <br />deadline. The lowest quote received was from ACE Solid Waste. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to recommend that the City <br />Council accept the solid waste removal and recycling service quote from ACE Solid Waste and <br />recommend approval of the quote for a one-year contract for refuse and recycling service for <br />municipal sites, beginning August 1, 2001. <br /> <br />Motion carried. Voting Yes: Mayor Ga{nec, Councilmembers Zimmerman, Anderson, <br />Hendriksen, and Kurak. Voting No: None. <br /> <br />Case #5: Approve Management Training for City of Ramsey Supervisory Personnel <br /> <br />Item was tabled. <br /> <br />Case #6: Tax Increment Inter-Fund Loans <br /> <br />Finance Officer Lund stated that as part of the 2002 tax bill, effective August 1, 2001, all cities <br />will need to follow certain guidelines pertaining to inter-fund loans on tax increment projects. <br />For example, if the City pays for the cost of a project with its funds-on-hand to be reimbursed at <br />a later date by tax increment, the City needs topass a resolution with the amount if plans to loan <br />to the project before the money is transferred, advanced, or spent. In the past, the City's <br />resolutions have stated the total cost of the project and its funding source as tax increment. The <br />State is mandating that if cities pay for any projects with funds on hand that it can loan to a <br />project with the expectation to be reimbursed with tax increment dollars, it needs to report this <br />specifically in the resolution. For any projects that were completed prior to July 31, 2001, cities <br />are allowed to pass a resolution to bring them into compliance with this new law.
