The idea for the ward system was to <br />get more equal representation for the people, rather than having people in the rural area is part of <br />the issue, but also that everyone has equal opportunity and representation in the City. <br />Councilmember Hendriksen stated that there are deficiencies in the ward system. Darlene <br />Milless, 14550 Ramsey Boulevard, Ramsey, stated that she has lived in Ramsey all of her life. <br />Any changes that have been made have been done because of the citizens. If they did not want <br />change no one would be here. The City has become so congested and they need change. <br />Residents want the ward system and they want a change. Mr. Kieffer stated that the Mayor's <br />term was a binding question and added at the last hour. If they change the Mayors term they <br />would be going back on the citizens choice. Councilmember Hendriksen stated that they could <br />have incorporated changing the Mayors term as part of the election and the Charter Commission <br />chose not to do that. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case/14: Award Bids for 2001 Street Maintenance Program <br /> <br />City Engineer Jankowski stated that on July 17, 2001 bids were opened for the 2001 Street <br />Maintenance Program. This year the program was divided into two divisions. Division A <br />consists of work associated with crack sealing and seal coating streets on eleven individual <br />projects and also the parking lot at Central Park. Division B consists of one and one half <br />bituminous overlay on five individual subdivision projects. It was noted that the Division A low <br />bid is 14 percent below the construction estimate contained in the February 2001 feasibility <br />study. Division B is 4 percent below the estimate. Staff recommended awarding contracts to the <br />lowest responsible bidder in each division; Division A Allied Black Top, Inc. in the amount of <br />$126,525 and Division B to North Valley, Inc. in the amount of $213,635.19. <br /> <br />Councilmember Zimmerman stated that he had noticeci a portion of the funding was taken from <br />the storm water utility fund and questioned why. <br /> <br />City Engineer Jankowski replied that in the Highpoint subdivision staff met this spring when the <br />subdivision was overlayed they wanted to address some of the drainage problems. The City <br />agreed to put in some concrete cross gutters to prevent the problem in the future. <br /> <br />Motion by Councilmember Zimmerman, seconded by Mayor Gamec, to adopt resolutions <br />awarding Divisions A and B to Allied Black Top, Inc. and North Valley, Inc. in the amounts of <br />$176,525 and $213,635.19. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Anderson, <br />Hendriksen, and Kurak.
