Case #4: Reaffirm Procedure for Handling Residential/Commercial~t,.~.~.~ Drainage <br /> · . ~'~' <br /> Utility Fees <br /> <br />City Engineer Olson stated that on Febma~ 15, 2000, the Public Works Co~lttee d~r~ted <br />staff to bill residential propexties that operated business on their homestead 50 percent residential <br />and 50 percent co~ercial. Duhng the processing of the pre-application for the credits avhlable <br />for the sto~ drainage utility, staff has identified a number of prope~ies that would quali~ for <br />this method. The prope~ies that would be affected would be: <br /> <br /> Ken Niles property <br /> Stanley Welsh property <br /> Armstrong Kennels <br /> Larry Plessel <br /> New Song Church <br /> Lord of Life Church <br />· Green Valley Greenhouse <br />· Gary Reiman <br /> <br />City Engineer Olson stated that there are probably other properties that are affected by this <br />policy, however, those were the properties that have applied for the credits. <br /> <br />Councilmember Zimmerman inquired as to what the credit would be for a property owner who <br />operates a business under a conditional use permit and decides to construct a pond on his <br />property. <br /> <br />City Engineer Olson replied that the business owner would receive a I0 percent credit if the pond <br />could handle and store a ten-year storm event. They would receive an additional 15 percent if <br />the pond could handle a 100-year stonn event. There is also an additional 25 percent credit <br />available for a wet pond. The modified credit is used in the case of any parcel over 5 acres in <br />size and has less than 20 percent impervious area. <br /> <br />Councilmember Hendriksen inquired as to why the item appeared on the agenda. <br /> <br />City Engineer Olson stated that the Public Works Committee reviewed the case of Green Valley <br />Greenhouse and since that time staff has done more research regarding the properties that are 50 <br />percent commercial and 50 percent residential and thought it was fair to offer that credit and <br />wanted to make sure they were still in agreement. <br /> <br />Councihnember Kurak inquired if the credit would be applied too only those who applied for the <br />credit. <br /> <br />City Engineer Otson replied yes. <br /> <br />Public Works Committee/July 16, 2001 <br /> Page 2 of 13 <br /> <br /> <br />
