CASE

I
I
I
I
I

HIGHWAY #10 INDUSTRIAL DEVELOPMENT
By: James E. Norman, City Administrator

Background:

During recent £acilitator-led Comprehensive Plan discussions with the City Council, a ~eat deal
of discussion centered on the need for more industrial development land. As part of the
discussion, staff noted the underutilized area to the south of Highway #10 that may be poorly
suited for highway commercial business development because it is located on the lef~ hand side
of the "going home traffic". Staff has identified various potential industrial sites along Highway
#10, beginning at the Anoka City limits through to the western boundary of Mississippi West
Regional Park. Additionally, staff has identified the area north of Highway #10, adjacent to the
Elk River city limits. A map of the sites is attached with this case.

Observations:

Changing the land use designation fi.om Highway Commercial to Industrial in areas adjacent to
Highway #10 has a couple of benefits. First, there already is a great deal of land use designated
as Highway Commercial making it highly unlikely that all the land would be utilized with
quality commercial development. Secondly, the area south of Highway #10, between the Anoka
city limits and Mississippi West Regional Park, is in Tax Increment Financing District No. 4,
which will remain in existence through the year 2013 ?

I
I

Commission Action:

Based upon discussion.

I
I
I
I

Reviewed by:

City Administrator
Finance Officer
Community Development Director
Tax Increment Specialist

EDA: 08/20/01

G:~usersICiO, Shm'ed Fi/eMGENDA COUNCIL & COMMISSIOIV~EDA~-IwylOh, dDevO8200I.doc 08/15/01

-245-
