The response of the Horse Care Board is that they intended to require more acreage fo.~ mixture of farm animals versus only equines because the property would have to be able to ~9~odate a variety of housing, fencing, and segregation needs. ¢;~ Councilmember Anderson noted that she spoke with Barb Scottston, Horse Care Board'ix/f'a~.~.l~er, and she stated that she is willing to discuss the ordinance with the Council. ~YJ* Councilmember Hendriksen stated that he would like to hear their reasoning, because it does not make sense to him. Community Development Director Frolik suggested having the Council meet with the Horse Care Board to discuss their concerns. Councilmember Kurak stated that the enclosed pasture area is an important thing to be considered. Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, to table action until the Council can meet with the Horse Care Board to discuss their concerns. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Kurak, Anderson, and Zimmerman. Voting No: None. Jon Edstrom stated that he does not think the Horse Care Board has any sense on caring for horses because they permitted four horses on a one acre lot and last night those four horses were out running lose. On a one-acre lot there is no place to dispose of manure for four horses so his neighbors are spreading the manure between parked cars in their front yard. He stated that he felt that the Council should limit the number of horses per acre. Mayor Gamec stated that he started the first Horse Care Board and the one thing he learned is that is that maintenance is a key issue. It is not necessarily the number of horses or the amount of land. Councilmember Hendriksen stated that the size of the parcel is related to the ability of the parcel to handle the amount of manure. One of the old Horse Care Board members was maintaining four horses on one-acre lot as well as having a house, garage, etc. and none of the neighbors had a complaint. The property that Mr. Edstrom is referring to has a conditional use permit so if there is a problem he need to bring it to the attention of City staff. If the property owner does not correct the problem then they will lose their horses.
