I <br />I <br />I <br />I <br />I <br />I <br />I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />I <br />I <br /> <br />CASE #: 5 <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF MCDONALD 2ND ADDITION <br />CASE OF ROBERT MCDONALD <br /> By: Megan Wald, Community Development Assistant <br /> <br />Background: <br /> <br />Robert McDonald is requesting final plat approval to create two new lots from an existing 38- <br />acre homestead and a 5-acre homestead located at 16641 Variolite Street and 16591 Variolite <br />Street. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Final Plat <br />c) Future subdivision plan <br />d) Draft Planning Commission minutes dated September 10, 2001 <br />e) City Staff review letter dated September 20, 2001 <br />f) Proposed Development Agreement <br />g) Proposed Resolution for final plat approval <br /> <br />Notification: <br /> <br />The plat is a minor subdivision and is not subjected to a public hearing. <br /> <br />Observations: <br /> <br />Mr. McDonald currently owns 38.22 acres and Mr. Makowsky owns 5.38~acres (for a total of <br />43.60 acres) and they would like to subdivide their parcels to create two more lots that will <br />consist of 2.5 acres and 3 acres. The minor subdivision is in conformance with 4 units in 40 <br />acres density restrictions. The development agreement prohibits any future subdivision of the <br />property until the 4 in 40 restriction is repealed or reduced, or city sewer and water are available <br />to the property. <br /> <br />The newly created and existing lots meet the 200 feet of frontage on a public road requirement. <br />The subject property is located within the Rural Transition Area and is subject to a minimum 2.5 <br />acre lot size restriction, the newly created and existing lots meet the lot size requirement. The <br />standard drainage and utility easements are provided along the perimeter of each of the lots and <br />over the wetlands. <br /> <br />In 1992 when Mr. McDonald subdivided his land into the existing two homesteads, staff made a <br />recommendation that if future lots were ever created they would be required to share an access <br />onto Variolite Street. Following previous and current practice to limit the number of accesses <br />onto Variolite Street, staff is recommending that the two newly created lots provide a shared <br />access onto Variolite Street. Staff is also recommending that the driveways for the newly created <br />lots be aligned on the lots to allow for future subdivision and ultimately access be derived from <br />an interior road and access be eliminated from Variolite Street. <br /> <br />-233- <br /> <br /> <br />
