upon the City Council's review of previous requests for a conditional use permit to maintain two dwellings on a parcel, it would appear that Nh:. and Mrs. Young's request for a second dwelling would be considered new construction. This is not in accordance with the Council's desire to rectify only existing non-confbrming situations and their desire not to set a precedent in allowing two dwellings on a parcel. Therefore Staff is recommending denial of Mr. and Mrs. Young's request. Citizen Input Nancy Young, 6421 154a' Lane NW, Ramsey, stated this is not a rental pr6¢~!:'~It [s only ' looking toward the furore for them. This building would be only for heri~0th~/'i',-who needs to come and live with them. Mrs. Young stated her son would like to 1,!(/~ in their "h~rnestead'' eventually, and Don and Nancy could live in the dwelling unit above the garage. Shestated that they have been in Ramsey for 32 years and they have seen sorfie'~nique changes. One sl~aiion she nouced was on Industry Boulevard with four houses for 'one dr/veway... She said she unsure why this was permitted and it looks as though the/r r~quest cou[fl be permitted. This new building would not be seen by neighbors. She noted that ~:hu~s far, n6n~ Sf the neighbors have expressed negative comments. She further explained that th~y':ha~-~ small house and [t is not conducive to having another person live there. It is a 24 feet by'40 feet home. Commissioner Kociscak questioned if there ~s ~";;~ison they would hOC want to add an addition to the existing home. He explained he does~Uhderstand the intent of the applicants, but this could set a precedent.
