CASE # <br /> <br />AWARD CONTRACT FOR PUMPHOUSE NO. 3 <br />(IMPROVEMENT PROJECT #00-29) <br /> By: Brian Olson, City Engineer <br /> Bill Goodrich, City Attorney <br /> <br />Background (the 2001 Bid Process): <br /> <br />Wellhouse No. 3 is proposed to be constructed approximately 1000 feet due south of Well No. 4 <br />in the City's western well field located in Section 28. Plans and specifications have been <br />prepared by Bolton & Menk, Inc. and bids were opened on Wednesday, September 19, 2001. <br />Bids were received from 5 contractors and ranged from $437,600 to $524,000. Rice Lake <br />Construction Group provided the low base bid. <br /> <br />Included in the 2001 Capital Improvements Program is an item to install a generator in the <br />wellhouse to retain power through periods of power outages and provide cost savings to the City <br />of Ramsey during periods of high energy demands. The generator was bid as an alternate to the <br />base bid and ranged from $82,000 to $100,000. The bid from Rice Lake Construction Group for <br />the generator was $100,000. If the alternate bid for the generator is considered, as it was last <br />year, the low bid was provided by Magney Construction, Inc. Magney Construction, Inc. has the <br />necessary experience to successfully complete the wellhouse project. <br /> <br />An additional alternate was bid as part of this process. The alternate identified as Alternate Bid B <br />on the attached resolution is for the addition of face brick. The face brick is typical to our other <br />pumphouses and gives the building a more decorative look. Due to the pumphouse being located <br />in the possible Towne Center area, Staff is recommending leaving that alternate out of the bid <br />and giving the pumphouse a more generic look until the architecture of the area is defined more <br />clearly. <br /> <br />There is a benefit to installing the generator during the construction of the wellhouse. With the <br />construction of the wellhouse there is also a Supervisory Controls and Data Acquisition <br />(SCADA) system that will be installed. SCADA is a system that transfers information to parts <br />that are integral to the operation of the system. If a power outage is encountered, the SCADA <br />system tells the generator to turn on thereby ensuring continuous operation and water to the <br />residents of Ramsey. The installation of the generator under the same Contract ensures that all <br />facets of the system work prior to release of final payment. As a part of this bidding process, we <br />gave the Contractors the option of supplying an alternate to the SCADA that was specified. The <br />deducts that were offered ranged from $20,000 - $40,000 with Magney supplying a deduct of <br />$40,000 for using Automatic Systems instead of the SCADA system that specified. <br /> <br />3 <br /> <br />-107- <br /> <br /> <br />
