CASE #

CONSIDER CONTRACT AWARD FOR CR 116 CORRIDOR STUDY
By: Steve Jankowski, City Engineer

Background:

The City of Ramsey has entered into a Joint Powers Agreement with the City of Anoka
and Anoka County to conduct a Corridor Study for the segment of CR 116 between
Seventh Avenue on the east and U.S. Highway 10 on the west.

A request for proposal was extended to seven consulting firms which have strong
transportation backgrounds. Proposals were received from these firms with a tabulation
of the results as follows:

SRF Consulting, Inc.
Bolten & Menk, Inc~
URS/BRW, Inc.
Budget

$43,970
$49,940
$86,00O
$50,0OO

A committee comprised of County Engineer, Jon Olson; Anoka City Engineer, Craig
Gray, and Ramsey City Engineer, Steve Jankowski, met on September 26, 2001 to review
the proposal. This committee recommended retaining SRF Consulting, Inc. for the work.

Besides being the lowest cost proposal, several other considerations were responsible for
this recommendation. Both the City of Ramsey and Anoka County have had past
experience with SRF, Inc. and found them to be knowledgeable, competent, and
responsible. In addition, members of the project team are individuals who have provided
service to the City of Ramsey, and Anoka County on past projects.

Finally, the cost submitted by SRF allows an adequate remaining budget to incorporate
additional meetings with various stakeholder groups once they are identified during the
initial phase of the work.

Staff Recommendation:

Staff recommends adopting the attached resolution to enter into a contract with SRF, Inc.
to prepare a CR 116 Corridor Study consistent with their proposal.

\\RA_FS l\VOLl\uscrs\City Shared File\Engincering~Misc.
