I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br /> <br /> REQUEST FOR PROPOSAL <br />C.R.//116 ACCESS AND CORRIDOR STUDY <br />FROM C.R. #7 WEST TO U.S. #10 <br /> <br />The City of Ramsey, in conjunction with Anoka County and the City of Anoka, is seeking <br />consultant services for the development of an access and corridor study for C.R. #116. The <br />consultant selected for this project would provide assistance in traffic engineering and in the <br />development of a transportation plan for the management of access and highway improvements <br />on this segment of highway. If interested in this project, please document your response in the <br />form of a technical proposal. Outlined below is the project Request for Proposal. This request <br />for proposal does not obligate the City of Ramsey to complete the project, and it reserves the <br />right to cancel the solicitation if it is considered to be in its best interest. <br /> <br />A. SCOPE OF PROJECT <br /> <br />This project will require the consultant to study and develop a transportation plan that <br />will be used by Anoka County, the City of Anoka and the City of Ramsey in the decision- <br />making and planning of the operation and development on C.R. #1.16 for a five-mile <br />segment beginning at C.R. #7 and terminating at Highway #10. At the present time, C.R. <br />#116 western terminus is at C.R. #83. This study specifically seeks to identify the <br />westward continuation of the corridor and its integration with Highway #10. <br /> <br />The project scope will include a study of the existing conditions relating to planning, <br />review of existing and likely land uses along the study segment, development of <br />guidelines and recommendations for managing access along the corridor, and identifying <br />design improvements for intersections and roadway segments. Environmental impacts <br />and constraints will also be identified. The final report will summarize the study <br />findings, prepare cost estimates, and make recommendations for policies and <br />implementation. The report will be distributed to the Anoka County, City of Anoka, City <br />of Ramsey and Metropolitan Council for comment prior to finalization. <br /> <br />B. GOALS AND OBJECTIVES <br /> <br />The goal of this project is to provide a final report that will provide a blueprint for the <br />future development along this corridor. The final report will include the data gathered, <br />documentation on the development of the alternatives and their analysis, and any other <br />materials, information and conclusions found in the work plan summarized above in the <br />project scope. <br /> <br />C.
