As such, this letter accompanies an application for a <br />Conditional Use Permit as required by § 9.15.04 (b)(2) fbr a cellular telephone base station (also <br />known as a "cell site") to be located on the water tower referred to above. The site is zoned BW <br />(Business Warehouse District), and is located near buildings that involve commercial and <br />warehouse uses. The undeveloped land immediate adjacent to the site is similarly designated. <br /> <br /> Since your City recently considered and approved a conditional use permit for one of our <br />client's installations elsewhere in Ramsey, and since the lease form has been negotiated wtfich <br />satisfies the requirements of § 9.15.04, we will not go into great detail to discuss this particular site, <br />but we have enclosed the site plans, elevations and landscape plan for your reference. <br /> <br /> The proposed cell site will help meet the increased demands for cellular telephones in the <br />area, enable Verizon Wireless provide better service to residents and business people of Ramsey and <br />otherwise benefit the City through the payment of non-tax revenue in the form of rents to the City. <br />The City attorney has approved a form of lease to be used, we hope to have the zoning and leasing <br />complete soon so that our client is able to commence construction as soon as the water tower's <br />construction is sufficiently complete to accept the installation. <br /> <br /> The Proposed Use. Every cell site has two essential elements: antennas and cellular <br />telephone radio/switching equipment. For the antenna structure, we propose to install the <br />antennas on the column of the water tower, 110 feet above ground level. The cellular equipment <br />will be housed in a I2-foot by 30-fbot equipment building near the base of the tower. Access to the <br />site will be gained via the drive that will be installed by the City for its own access.
