Voting No: None. <br /> <br />Case #8: ''Consider Adoption of Resolution Establishing Election Date and Ballot <br /> - Questions for Various Charter Commission Amendments Prepared by the <br /> ~ ._:.! Charter CommiSsion ~' <br /> <br />City Attorney Goodrich stated that the Charter Commission has been reviewing the City Charter <br />'and is now preparing various amendments dealing with: 1) Establishing a ward system; 2) <br />E~tabli'shing a primary election_ system; 3) Requiring a majority vote of City Council as <br />opposed t°a 4/5th vote req.uimment for adoption of the Comprehensive Plan; and 4) Increasing <br />the petition '.requirement from ten percent to twenty percent for initiative and referendum <br />petitions. The Council is obligated under State law to present the proposed amendments for <br />election within; 90 days of receipt of the amendments, if no regular general election is scheduled <br />within six months. Therefore, November 6, 2001, is recommended as the election date. In <br />addition, the': City Council is given the responsibility of establishing the ballot questions. A <br />resolution, was presented to the Council or adoption. The resolution notes that a question has <br />Come up regarding State law regarding alphabetically placing candidates on the ballot. Mr. <br />Goodrich explained that State law states that in primary or general elections the name of the <br />candidates should be rotated.
