EXTRACT OF MINUTES OF A MEETING OF THE CITY COUNCIL OF THE CITY OF RAMSE¥, MINNESOTA HELD: October 23, 2001 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Ramsey, Anoka County, Milmesota, was duly held at the City Hall on Tuesday, the 23rd day of October, 2001 at 7:00 p.nl. for the purpose establishing Tax Increment Financing District No. 9 and adopting a Tax Increment Financing Plan therefor. The following Council Members were present: and the following were absent: Council Member introduced the following resolution and moved its adoption: RESOLUTION APPROVING TAX INCREMENT FINANCING DISTRICT NO. 9 AND ADOPTING A TAX INCREMENT FINANCING PLAN THEREFOR WHEREAS, the City Council (the "Council") of the City of Ramsey, Minnesota (the "City"), has previously approved Development District No. 1 (the "Development District") and in connection therewith adopted a development program; and WHEREAS, the City has reviewed "Tax Increment Financing District No. 9, dated October 23, 2001" (the "Plan"), which sets forth a tax increment financing plan for the District; and WHEREAS, it is desirable and in the public interest that the City approve the Plan for Tax Increment Financing District No. 9 pursuant to Chapter 469 of Minnesota Statutes, encompassing the area which is more particularly described on Exhibit A attached hereto and made a part hereof (which area is herein called the "TIF District"); and WHEREAS, the Plan sets forth the City's estimate of the fiscal and economic impact of the TIF District on the tax capacities of all taxing jurisdictions in which the TIF District is located; and WHEREAS, the County Auditor of Anoka County, Minnesota, has been notified of the public hearing for the review of the Plan; and WHEREAS, the Clerk of School District No. 11 has been notified of the public hearing for the review of the Plan; and WHEREAS, the City on October 23, 2001, after having published a notice of public hearing in the official newspaper of the City, conducted a public hearing on the Plan and received public comments on the sallie. BE IT RESOLVED by the City Council of the City of Ramsey, Minnesota, as follows: 1.
