CITIZEN INPUT
Darlene Milless, 14550 Ramsey Boulevard, Ramsey, stated that she had attended th~(,~eting in
regards to the Comprehensive Plan and thanked the Council for coming to an a~eement on the
central planning area that was presented by Councilmember Kurak.
Klm Ulaske, 8211 158~h Lane, Ramsey, stated that she was present i~'%gards to the

Mayor Gamec replied that the Council would take public cogent 6h.:'lhat issue during the
regular agenda. ~:::...:

APPROVE AGENDA .... . - ....

Councilmember Kurak requested that a case be added to discuss'the prop°sed rural preserve area.
Councilmember Hendriksen ~nquired as to why the issue woutd be a~t}ed for:~0~ncil action as
opposed to continuing on with negotiations ~with the facilitator. He f~I;t tl~&~-'all of the issues
pertainingto the Comprehensive PIan` Should' aRbe dealt with together...':':i Jr!
Councilmember Kurak stated that she':'felt that chang[ng'~the. Cer~t:ral planning area to a rural
preserve area was a big move for the coUncil and:since there has 'oeen a lot of misinformation
regarding that area she felt feel it was very'important that theybe able to discuss the issue at the
Council level and decide if they would send i~ d°wn to the Met Council for their consideration.
It is her hope that.the MetCouncil will accet~t'the language changes so that they can set aside any
fears the residents in that areamay have. She state&that she felt that the citizens of Ramsey have
been unduly alarmed and it i'shme that those re'S~dents feel safe in their homes. It was her belief
that the language was accepted by all Counci~Im~mbers and thought that the rural preserve area
could:stand on its own merits:aside from~ th~ entire Comprehensive Plan.
Councilmember Zimmerman stated that they had not discussed how they are going to address the
( ~issue. ofthe four in f°m.q'requirement that would impact the two large tract of lands that are in the
centralplanning area. '- :':

Councilmember Kurak replied that the wording would allow for the four in forty requirement to
be removed with an amendment to the Comprehensive Plan. She felt that it was important that
-
residents be releaSed from the fear o f sewer and water being placed down their street.
-- .Councilmember:Hendriksen stated that it does not make sense to send down another draf~ of the
' ComprehenSive Plan that they know will not be accepted by the entire Council, especially when
they witI-probably have to send down another draft. He felt that Councilmember Kurak was
"grandstanding" by trying to place this item on the agenda and felt it was very inappropriate.

City Council/September 25, 2001

-18-

I

I

I
