CASE # //0 RECEIVE BIDS AND AWARD CONTRACT FOR IMPROVEMENT PROJECT #01-32, CONSTRUCTION OF AZURITE STREET NW By: Brian E. Olson, City Engineer Background: Improvement Project 01-32 consists of 0.4 miles of City street with waterrnain, sanitary sewer, and storm sewer to serve the development of commercial and industrial property, identified as the Star Exhibits property. Authorization to advertise for bids was ordered on September 25, 2001, and bids were received Friday, October 19, 2001. Attached to this case is a copy of the Capital Improvement Program sheet containing the project description and justification. Twenty (20) bids were received and ranged from $311,633.05 - $417,358.00. A summary of the bidding is as follows: Bidder Richard Knutson, Inc. Erickson Construction R.P. Utilities, Inc. Vier & Company Volk Sewer and Water Dave Perkins Contracting, Inc. Amount of Bid $323,310.11 $335,696.13 $335,806.00 $337,920.95 $343,591.25 Engineers Estimate $325,000.00 The low bid submitted from Richard Knutson, Inc. is over $13,000 below the engineers estimate. This low bid represents a very attractive contract price for this project Richard Knutson, Inc. has completed similar work satisfactorily in the past and it is the recommendation of Hakanson Anderson Associates to award the Contract to them. Attached is a letter from Hakanson Anderson Associates referring tO that recommendation. The low bid contractor, Erickson Construction, Inc., would like to commence some utility construction and grading for the project beginning this fall. Recommendation: It is staff's recommendation to award the contract to Richard Knutson, Inc. in the amount of $311,633.05, contingent upon the signing of a right-of-entry agreements with the appropriate business owners.
