CC Regular Session <br />Date: 01/25/2011 <br />By: Colleen Lasher <br />Administrative Services <br />Information <br />Title: <br />Report from the Personnel Committee Meeting on 01-11-11 <br />Item #: 5. 9. <br />Case 1: Consider Selection of a Chairperson and Alternate Chairperson for the Personnel Committee <br />Case 2: Consider Paid on Call Fire Officer Selections for year 2011/2012 <br />Case 3: Consider a Resolution Approving the 2011 Health Insurance Contributions and Wages with AFSCME as it <br />Relates to the 2010 / 2011 Labor Agreement <br />Case 4: Consider a Resolution Approving the 2011 City Health Insurance Contribution for Non -union Employees - <br />a Revised Case <br />Background: <br />Case 1: <br />The case was presented stating that because this is the first Personnel Committee meeting of 2011 the committee <br />shall appoint a Chairperson and alternate Chairperson to serve on the Personnel Committee. <br />Case 2: <br />The case was presented stating that the Fire Department Paid on Call Officer's Group is made up of 2 Assistant Fire <br />Chiefs, 2 Captains, 5 Lieutenants and 1 Training Officer. Approximately half of the positions are up for new terms. <br />The Fire Chief consulted with the City Administrator and they are in agreement with the selections. More detail can <br />be found on the attached documents, case 4.2. <br />Case 3: <br />The case was presented explaining that on Wednesday, December 29, 2010, City staff and AFSCME reached a <br />tentative agreement for the city's contribution toward health insurance and wages for 2011. The agreement was for <br />a zero percent increase to wages and that the employer and employee will split the health insurance premium <br />increase evenly with the least expensive single plan paid 100% by the employer. <br />Case 4: <br />The case was presented stating that the non -union health insurance contributions were authorized by the City <br />Council on December 14, 2010 while the city was in the process of negotiations with the unions. The AFSCME <br />group, pending City Council approval, has tentatively agreed to the contribution amounts listed in the enclosed <br />chart To provide for a consistent contribution to health insurance amongst all employees groups, it is recommended <br />that the same contribution be established for non -union employees to maintain that consistency. <br />Recommendation: <br />
