-144- <br /> <br />Councilmember <br />adoption: <br /> <br />introduced the following resolution and moved for its <br /> <br />RESOLUTION #01-11- <br /> <br />A RESOLUTION IDENTIFYING FINDINGS AND AUTHORIZING CITY STAFF TO <br />SUBMIT AN APPLICATION TO THE METROPOLITAN COUNCIL FOR AN <br />AMENDMENT TO THE COMPREHENSIVE PLAN <br /> <br /> WHEREAS, on August 14, 2001, the City of Ramsey received a request for an <br />amendment to the Comprehensive Plan from Jacob and Therese Barthold and Oakwood Land. <br />Development, Inc. (the Applicants) for the purpose of expanding the Metropolitan Urban Service <br />Area (MUSA) to include the following legally described property: <br /> <br />'That part of the north 516 feet of the Southeast Quarter of the Southeast Quarter of <br />Section 14, Township 32, Range 25 lying westerly of the enterline of State Highway No. <br />47, EXCEPT that part platted as Apple Ridge. <br /> <br />(the Subject Property) <br /> <br /> AND WHEREAS, the Subject Property was part of Comprehensive Plan amendment <br />initiated by the City in 1993 and approved by Metropolitan Council in 1995; and <br /> <br /> WHEREAS, it was determined in 1997, during preliminary plat review of Apple Ridge, <br />that the Subject Property was not included in the MUSA expansion approved in 1995; and <br /> <br /> WHEREAS, the preliminary plat for Apple Ridge was modified to exclude the Subject <br />Property and consequently, 158th Lane N.W. in River Pines 2nd Addition (aka Apple Ridge 3~d <br />Addition during platting process) dead-ends at the west boundary of the Subject Property; and <br /> <br /> WHEREAS, the proposed expansion 'to. the MUSA boundary would facilitate <br />development of the Subject Property with single fatuity homes serviced with municipal water <br />and sanitary sewer; eliminate the 158th Lane dead-end, and complete the Apple Ridge/River <br />Pines neighborhood; and <br /> <br /> WHEREAS, the March 2001 Draft Comprehensive Plan proposes to include the Subject <br />Property in the MUSA boundary; and <br /> <br /> WHEREAS, the Ramsey Planning Commission met on September 10, 2001, conducted a <br />public hearing, and recommended that the Ramsey City Council approve the request for an <br />amendment to the Comprehensive Plan to expand the MUSA boundary to include the Subject <br />Property. <br /> <br /> WHEREAS, the City has determined that a MUSA boundary expansion is beneficial to <br />the City as a whole. <br /> <br /> <br />
