-224- <br /> <br />Armstrong. EDA was informed that Kenko will be making an interim use permit application to <br />move_their operation west of Armstrong Boulevard. The EDA recommended that the Planning <br />Commission deny the Interim Use Permit west of Armstrong Boulevard. <br /> <br />Council Action: <br /> <br />No action is necessary at this time. <br /> <br />Case #5: Highway #10 Frontage Road Acquisition <br /> <br />Staff discussed with the EDA, the concept plan for highway #10 Corridor perfo~xned by HKGi, <br />which had been completed earlier in the year. The primary focus of the corridor plan is <br />development of a frontage road system on both sides of Highway #10. Staff discussed recent <br />negotiations with property owners and how those acquisitions related to a future frontage road <br />system. Staff noted that all the planning and acquisition discussions do not take into account <br />what source of revenues would be utilized to acquire all the property necessary to build a <br />frontage road system. Staffnoted that one possible funding source could be an EDA levy, which <br />would be earmarked for frontage road system acquisition. The EDA agreed to discuss the matter <br />further in the future. <br /> <br />Council Action: <br /> <br />No Council action is necessary at this time. <br /> <br />Case #6: Sunfish Lake Boulevard/Highway #10 Northeast Redevelopment <br /> <br />Staff reported to the EDA that the City has been working with property owners of parcels north <br />of Highway #10 and east of Sunfish Lake Boulevard for purposes of a possible redevelopment <br />project. I have discussed the possible construction of three different development projects, <br />which wouId locate in the area. Primary property owner, Hunter rnvestments, had expressed an <br />interest in giving preference to allowing Plants and Things to build on the comer of Sunfish Lake <br />Boulevard and Highway #10. Staff discussed the cost of the land issue with the EDA and the <br />possibility of using Tax Increment Financing to assist with the project.
