CASE # <br /> <br /> REQUEST FOR AN INTERIM USE PERMIT FOR A <br />TEMPORARY OFFICE STRUCTURE AND OUTDOOR STORAGE; <br />CASE OF KENKO, INC. <br /> By: Patrick Trudgeon, Principal Planner <br /> <br />Background: <br /> <br />Kenko, Inc. has submitted an application for an Interim Use Permit to allow them to use property <br />located at the northeast corner of 147th Ave. and Ferret St. for outdoor storage and to place a <br />temporary office structure on the property. Kenko is asking that the Interim Use Permit be in place <br />for five years to allow them to figure out how they would like to use the property. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br />g) <br />h) <br /> <br />Site location map <br />Site plan <br />Letter from applicant explaining request <br />Pictures of the Kenko Property <br />EDA minutes dated October 8, 2001 <br />Draft Planning Commission dated November 5,2001 <br />Proposed Findings of Fact <br />Proposed Interim Use Permit <br /> <br />Observations: <br /> <br />The property is currently zoned Industrial and is included in an ordinance adopted by the City <br />Council on June 26, 2001, placing it within the boundaries of a 24-month development <br />moratorium. The ordinance states that interim use permits may be considered during the <br />moratorium. City Code states that an interim use permit'can be in effect for a maximum of 5 <br />years. <br /> <br />The applicant is planning on placing a six-foot high chain link fence around the area to be used for <br />outdoor storage and the mobile office building. The mobile office building will be 8' x 32' and will <br />be used to assist their local operations. The area inside the chain-link fence will be surfaced with <br />Class 5. <br /> <br />Kenko has submitted a drainage and grading plan that is generally acceptable, but will require a <br />permit from the Lower Rum River Watershed Management Organization (LRRWMO). The <br />LRKWMO permit will require Kenko to construct capacity for two back-to-back 100-year storm <br />events. The current drainage plan only shows the capacity for one 10-year storm event. The ponding <br />area needs to be dedicated to the City as drainage and utility easements. <br /> <br />-117- <br /> <br /> <br />
