The ponding area needs tO be dedicated to the City as
drainage and utility easements. The Ramsey Economic Development Authority, at its October 8,
2001 meeting, discussed the proposed Interim Use Permit. The EDA recommended that the
Planning Commission not grant the interim use permit and direct City Staff to continue to work
with Kenko to locate at an alternative site. The EDA felt that it was important to preserve the
Kenko land as it is close to the proposed Towne Center site.

Citizen Input

The applicant was present and gave a history of the situation. She stated-that Kenko purchased
this property ten years ago, and could not build then due to a moratorium. She said they had
some storage at the Royal Building, until the City took that building over. Because they own this
property, they want to move their equipment on it. She said the company does understand that
the City is in the process of rezoning, which is why Kenko is asking for a temporary permit. She
added that they have requested a 5-year time frame, but would appreciate any consideration the
Planning Commission would give to the permit. The objective is to give themselves some
options. She stated they are working with the City for other options.

Motion by Commissioner Johnson, seconded by Commissioner Sweet, to close the public heating.

Motion Carried. This
moratorium was placed for a potential bridge crossing. Also, the exposure of this area should be
limited toward a potential landowner. This would help avoid possible fees and costs for a
potential relocation.

Commissioner Johnson questioned how the temporary permit would impact those reasons. He
asked if the structure they would build would be impossible to move.

Principal Planner Trudgeon stated that the building could be moved. He noted he is not a lawyer
but suggested that loss of income could be an issue brought up in moving that temporary building.

Commissioner Johnson stated he is sympathetic to the applicants. He said they are abiding by the
land use issues, and because is it their land, they should have some rights to use it.

Planning Commission/November 5, 2001

-1'25-
