properly flush the mains, key valves of the thousands in service are proven to be
functioning and in a open position.

The above details are just a part of the regular maintenance essential to protect the water
distribution systems ability to provide fire protection.

As indicated, the same water available for fire fighting from hydrants is your drinking
water - so if you see anyone other than City personnel using a hydrant, please call the
water utility immediately during the day at 76.3-427-8254 or 911 after hours.

This fall, the process was completed in nine working days with minimal out-of-water and
low-pressure reports from customers. Generally, two maintenance workers spend from
6:30 a.m. to 5:30 p.m. each day on the work. In addition to the actual flushing, a
significant amount of activity is involved in manipulating tower levels, pump starts,
valves, and the chemical feed systems.

Because the watermains tend to have less iron accumulations in the fall, the comment or
complaint level is usually about half of the spring flushing. Approximately 40 phone
calls from residents with questions were fielded by staff in October.

In addition to the labor and water production expense, there was a few areas of m/nor
erosion in boulevard's that were repaired, and one leak in a customers home that occurred
due to a inadequately performed do-it-your-self project. The two-week watermain-
flushing event costs the utility between $10,000 and $.20,000 to accomplish. Please let
me know if you or City Council requires additional information.

* The Consumer Confidence Report this year will include a new section on security
measures to address heightened concerns for health and safety as a result of this years
terroristic attacks on the nation.
