-08- <br /> <br />R-I Residential, B-1 Business, and B-2 Business to Multiple Residential. The rezoning would <br />allow the applicant to build a townhouse development. Property to the north is zoned R-1 <br />Residential, to the south the zoning is both B-1 Business and R-1 Single Family. To the east and <br />west the adjacent properties are zoned B-1 and B-2 Business. Over the years, the subject property <br />has consistently shown up in City comprehensive plans as a place for commercial uses. The <br />current Comprehensive Plan (1995) identifies this area for commercial and low density residential. <br />The March 200I Draft Comprehensive Plan shows the subject property being Places to Shop. A <br />Comprehensive Plan amendment will also be required. <br /> <br />Citizen Input <br /> <br />Lee Eby, Edina Development, stated the land has one large wetland, which is a protected <br />waterway, and there is a small wetland on the west side. There is a large mudhole in the middle <br />of the land and they are in the process of determining whether that truly is a wetland. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Kociscak, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Kociscak, Reeve, and Watson. <br />Voting No: None. Absent: Commissioners Johnson and Sweet. <br /> <br />The public heating closed at 10:57 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 10:57 <br />p.m. <br /> <br />Commissioner Watson inquired how many units are being proposed. <br /> <br />Principal Planner Trudgeon responded there are 204 on the Concept Plan. The gross density <br />would be 8.39 units per acre. Medium density is defined as up to 7 units. He guessed there <br />would be a net density of I 0 to 11 units per acre. The neighbors across the road are mostly <br />residential and some commercial. The neighbors have not expressed opposition to this <br />development. <br /> <br />Commissioner Watson questioned whether the access would be from T.H. #47 or 153rd Avenue. <br /> <br />Mr. Eby responded the access would be to 153fd Avenue. <br /> <br />Motion by Commissioner Kociscak, seconded by Commissioner Reeve, to recommend that City <br />Council adopt the Findings of Fact, favorable to the applicant, relating to a request to rezone the <br />subject property from R41R Residential, B-1 Business, and B-2 Business to Multiple Residential. <br /> <br />Motion Carried. Voting Yes: Commissioners Kociscak, Reeve, and Watson. Voting No: <br />Chairperson Nixt.
