CASE # <br /> <br />REQUEST FOR AN I~TERIxM USE PERMIT TO ALLOW FOR AN UNIMPROVED <br />PARKING LOT AS THE PRINC][PAL USE OF A PROPERTY; <br /> CASE OF ANOKA-HENNEPIN TECHNICAL COLLEGE <br /> By: Patrick Trudgeon, Principal Planner <br /> <br />Background: <br /> <br />Anoka-Henn_epin Technical College has submitted an application for an Interim Use Permit to allow <br />for an unimproved parking lot as the principal use of a property. The property !tsetfis located on <br />Highway 10 at the Anoka-Ramsey border and formally was an ICO gas station. The College has <br />negotiated a five-year lease with an option to purchase with the property owner; Inter City Oil <br />Company, Inc. The applicant is requesting to use the ICO property as a parking lot until the end of <br />May, 2002. The College has indicated that they plan on working on a more permanent solution for <br />using the property over the winter months. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site plan <br />Draft Planning Commission meeting minutes dated December 4, 2001 <br />Proposed Findings of Fact <br />Proposed Interim Use Permit <br /> <br />Notification: <br /> <br />State law requires notification to properties within 350 feet of the boundaries of the subject property <br />and property owners within that radius were notified. <br /> <br />Observations: <br /> <br />Anoka-Hennepin Technical. College is running short of available Parking spaces due to their recent <br />expansions. As mentioned above, the applicant would like to use the property as a parking lot over <br />'the winter months. The College is proposing to keep the buildings up on .the property for the time <br />being and use the site in its current state until the end of May. <br /> <br />Given the limited duration that the College is asking to use the property as a parking lot, statZhas no <br />objection at this time. It is important to point out though, that if the property is to be permanently <br />used as a parking, the College will need to apply for a conditional use permit and comply with all city <br />ordinances, which include installing a bituminous surface and concrete curbs. <br /> <br />Recommendation: <br /> <br />At their December 4, 2001 meeting, the Planning Commission recommended that the applicant's <br />request for an Interim Use Permit to use the property located 6021 Hwy. 10 as a parking lot until <br />May 31, 2002 be approved. <br /> <br />-97- <br /> <br /> <br />
