CounciImember introduced the following resolution and moved for its adoption: RESOLUTION #01-12- A RESOLUTION ADOPTING FINDINGS OF FACT # RELATING'. TO A REQUEST TO ALLOW FOR SHORT TERM OUTDOOR STORAGE AS AN' ACCESSORY USE ON A B-3 HIGHWAY BUSINESS PARCEL WHEREAS, Clint Wilson of Chelsea's Autos Plus, hereinafter referred to as "Applicant", has properly applied to the City of Ramsey (the "City") for an interim use permit for short term outdoor storage as an accessory use on the property located at 7665 Hwy. #10 N.W. and legally described as follows: That part Of the Northeast Quarter of the Southwest Quarter, Section 28, Township 32, Range 25, Anoka County, Minnesota, described as follows: Commencing at the intersection of the west line of said Northeast Quarter of the Southwest Quarter with the northerly right-of-way line of US highway No. 10;. thence southeasterly along 'said northerly right-of-way line a distance of 625.00 feet to the point of beginning of the land to be described; thence continuing · southeasterly along said northerly right-of-way line a distance of 464.63 feet, more or less, to a point thereon distant 386.98 feet northwesterly of the intersection of said northerly right-of-way line with the east line of said Northeast Quarter of the Southwest Quarter; thence northeasterly at right angles to said northerly right of way line a distance of216.17 feet, more or less, to the southerly line of the Burlington Northern Railroad; thence northwesterly along said southerly line of said railroad a distance of 476.91 feet, more or less, to a point thereon distant 691.80 feet southeasterly from its intersection with said west line of said Northeast Quarter of the Southwest Quarter; thence southwesterly a distance of 195.39 feet, more or less, to the point of beginning. (the "Subject Property") NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: t. That the Applicant appeared before the Planning Commission for a public hearing pursuant to Section 9.03.04 of the Ramsey city Code on December 4, 2001, and that the public hearing was properly advertised and that the minutes of said public hearing are hereby incorporated by reference. 21 That the Subject Property is zoned B-3 Highway Business; the adjacent parcels to the east and west are zoned B-3 Highway Business; the property is bounded on the north by the Burlington Northern Santa Fe Railroad and on the south by Hwy. # 10. 3. That the permitted uses in the B-3 Highway Business District include motor vehicle, implement and recreational equipment sales, rental and service. That the permitted accessory uses in the B-3 Highway Business District include outside display areas for items for sale or rent; outdoor storage is not identified as an allowed accessory use of property in this District. I I I I i That the Applicant is requesting an interim use permit to allow for the storage of up to 40 non-motorized, travel trailers in the northwest corner of the property from December 19, 2001 to June 1, 2002. That the Applicant is not proposing to install any pavement, curbing or screening around the storage area due to the limited duration of the outdoor storage activity. I I -136-
