Voting No: None. <br /> <br />Councilmember Hendriksen requested verification that the first motion was contingent on City <br />obtaining a "no penalty clause" in the agreement that they could get out of the agreement in one <br />year without penalty. <br /> <br />Consensus of the Council was that the "no penalty clause" being included in the agreement was <br />part of the motion. <br /> <br />Case #2: Consider Revisions to Policy for Appointing Members of the City Boards and <br /> Commissions ~:_,,,:::~ <br /> <br />Human Resources Manage~ :Heryi~mted that at the end of 2001, there are several commissions <br />requiring new appoM~ents or reaih~ointment and moving ahead with this process requires the <br />final revision of the Ci~,s policyi~ co~ission appointments. Following Council direction on <br />October 9, 2001, the H~ma~ R~:3urze~:-~anager and Councilmember Anderson met to further <br />review and revise the Poli¥'~;f'or;A~i~P;'inti~gMembers of City Boards and Commissions. One <br />area presenting some difficulty~!in' finding a ~tkabte solution was the issue of partial terms and <br />term limits. Currently the policy state~ ~h~t:~mbers of City boards and commissions can serve <br />a total of two consecutive four-year terms of office~.~in.addition to any partial term the individual <br />has been appointed to fulfill for a prgclece;~:~or;,?h~re:has been some concern that partial terms <br />are not limited. For example, somec~'~d~ ~i4'~!'~s:P~e~'ii~ partial term of three years is still able to <br />serve two additional four-year terms and has P~fh~P'k infi-inged upon the intention of term limits. <br />One suggestion was to limit partial terms to on~::!~ear~ ~0~O~r::!imiting partial terms still leaves <br />the problem of filling consecutive partial term§}un~!:,:tti(i~e ~XP~.ation of the original four-year <br />term. Another thought is to simply replace a v{~i4cy ~ a fc~tyear term.
