-226-

Mr. Corkle replied that in Option B there would be 40 trips per day on 155' Lane. If they close
Off 155th Lane he would have to assume that the traffic would continue down to the Yakima exit
on 153rd Lane.

A resident stated that they have to took at the overall traffic amounts. He was very concerned
about additional traffic on 155t~ Lane. He felt that if people want to access 156t~ Lane they
should do so directly from the development to the north.

Community Development Director Frolik noted a' letter received from a resident who supported
the Council on approving the plat, but he wished there would be more buffeting and transition.
He would support a plat with no connection at Ute Street.

Mr. Smith stated that'he lives on top of the hill and at the bottom of the hill there isa b~ke path.
There are twenty more kids riding their bikes on the path then are using the park.

Motion by Councilmember Kurak, seconded by Councilmember Zimmerman, to close the public
hearing.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Zimmerman, Anderson,
and Hendriksen. Voting No: None.

The public hearing closed at 8:27 p.m.

Council Business

Mayor Gamec called the regular City Council meeting back to order at 8:27 p.m.

Councilmember Zimmerman stated that the number of lots in the plat in relationship to the
amount of park is inadequate. He would agree to having more cul-de-sacs, because they are a
good place to live and traffic is not fast. It may take more time to plow, but they provide more
safety for children than a through~ street. H~ felt they could do.better on ;density'transitioning and.
he would agee to closing offUte Street.

Councilmember Hendriksen inquired as to what happens after a traffic analysis is completed.

City Attorney Goodrich replied that the information presented should be included when making a
determination.

Councilmember Hendriksen stated that the Charter states that if a development increases traffic
through an existing residential development the Council has to limit the density. It appears that
the City has only selected a certain portion of the amendment to enforce.

City Council/September 11, 2001

I
i
I-
I
I
I
I
I
I
I
