Metropolitan Council

Building cornmtznities that work

December l 0, 2001

Jim Norman
City Administrator
City of Ramsey
15153 Nowthen Blvd., N'W
Ramsey, MN 55303

City of Ramsey Comprehensive Plan Update
Metropolitan Council Referral No. 18160-1
Metropolitan CounciI District 9 (Natalie Haas Steffen, 763-753-4298)

Dear Mr. Norman:

Metropolitan Council took final action on the City of Ramsey Comprehensive Plan Update on March 28,
200 l. This letter is intended as a reminder that state law requires a community to adopt its plan within nine
months from the date of Council action. Final act/on by the Ramsey city council is therefore needed by
December 28, 2001.

I

The Council is aware that the city has changed its charter to permit a simple majority of the city council to
adopt its plan. We are also aware that the city is contemplating a number of changes to the plan that was
reviewed by the Council. If the changes are made before the plan is officially adopted by the city council, .
the Council may view the new plan as a substitute plan requiring full adjacent community review and full
comprehensive plan review. If the substitute plan is not submitted before December 28,200I, the city would
appear to be in v/olation of the above cited state law. While the Council is willing to begSn the full
comprehesive plan process again, there does seem to be a workable alternative.

The city council could adopt the plan as submitted to the Council with the changes recommended by the
Council on or before December 28,2001. This would also satisfy the state law requirement for plan
approval. The changes to the plan could then be handled as simple plan amendments. Council procedures
for plan amendments allow staff to administratively handle amendments, under 40 ac'res. Usually the Council
completes such reviews in 10 days or less. Amendments over 40 acres are taken to the Council for action,
but are also handled on a faster track that full comprehensive plan reviews. Normally, plan amendments are
handled as "consent" items and take less that 30 days to complete.

I
I
I

If the city council takes action on the full comprehensive plan update on or before December 28, 2001,
please send me a copy of the resolution for our files. Thank you.

S~m~erely,

Phylt/~ Itanson, Manager ·
Planning and Technical Assistance

Cc;

Natalie Haas Steffen, Metropolitan Council District 9
Kyle Colvin, Wastewat~r Sermces
Sandra Pmel, Sector Representative

\": hbrur¥',ct)mnlundv'.rc I'crr;ds'-Ietl'crs'-21!l>0:,R.')msc~- CH tJ 18160- I I%llow uo

www.metrocouncll.org

230 East.
