COMPREHENSIVE PLAN AMENDMENT DIRECTION
By: James E. Norman, City Administrator
Patrick Trudgeon, Principal Planner

CASE #

10

Background:

The City has been working with facilitator Larry Bakken during the past several months to
change language from the March 28, 2001 draft of the Comprehensive Plan. In recent weeks,
staff has been working on the text changes that were discussed at the Council workshops. During
the Council meeting of December 11, 2001, the City Council made various changes to the land
use map for the Comprehensive Plan amendment. Further changes, which still require staff
direction include language that describes the composition and implementation of the Town
Center Mixed Use Area and also adds language that references Chapter 8.6 of the City Charter
that does not require residents to hook-up to City sewer and water when they have a functioning
septic system and well.

Discussion:

Staff will be distributing the language to the Council at December 18 meeting, and will be
looking for direction from the Council that the language is suitable. If it is, the language will
then be part of the Comprehensive Plan Amendment that will be presented at the January 24,
2002 public hearing.

Action:

Will be based on discussion.

Review Checklist: flOX-~
City Attorney
Community Development Director

CC: 12.18.01

-257-
