-26- <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:21 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 7:21 p.m. <br /> <br />Presentation <br /> <br />Finance Officer Lund stated that the 2002 proposed General Fund Budget, as it has been <br />presented and reviewed in the past several months, is based on the collection of tax dollars and <br />results in an estimated 41.411 tax capacity rate. This budget was balanced through staff <br />recommended adjustments and.~:esulted in a total contingency in the amount of $107,494. The <br />budget al.so includes an increas~iin the staffing complement by one full-time Associate Planner, <br />one full-time En~neerin~?~ech IV? :and increasing the positions of Mechanic and Community <br />Service Officer from ~art-time to ~t~time_ status. The budget as presented includes $1,028,582 <br />of capital outlay iterriS:of which,$~!001,042 will be funded by the Equipment Revolving Fund. <br />The balance of $27,540 ~}_I belfdndedi~Cmgh the property tax levy and general fund revenues. <br />The majority of the increas'~i~ CaPffa~i,'outl~Y ~s attributed to the purchase of an aerial ladder fire <br />truck ($630,000). In total, PUbtic Safety ~Idce, fire, inspections, and civil defense) is now <br />42.80 percent of the budget. General.!G~d~ent (administration, finance, elections, planning <br />and legal) is 25.11 percent of the budget. Public ~prks and Parks represent 23.92 percent and <br />miscellaneous and transfers make-up Ce b~an¢~.i ThiS:budget assumes that the PIR Fund will be <br />providing for the street maintenance ~bal~0atlng <br /> ~. prpgram for 2002, in the same manner as had <br />been provided in 2001. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, Hendriksen, <br />and Zimmerman.
