The City should provide tools for the self-service
administration of content in both the main Citywebsite as well as providing department
users with administrative access to the GovDocs system.

· Fire: Call response information, property saved reports, alert notices
· Police: C.,2l history, information about camps and safety programs
· Public Works: Detailed information about water system and low-water/no-water
alerts

Phase III: Transactional Services

As the City grows and the availability of web services becomes more common, the City
should look to using the web to streamline their operations by conducting common
transactions via the internet.

· Online licensing and permitting for certain services
· Online payment for City services
· Integration with Geographic Information Systems, as appropriate

Geographic Information Systems

We recommend that Ramsey collaborate with LOGIS and other ckies, particularly Coon
Rapids, in developing a strategic plan for using and implementing a GIS. We recommend
that representatives from all departments be assigned to, and participate regularly in, a
project steering committee for GIS. This will insure that the GIS solution can be selected to
address the needs of 'all departments. Because the GIS will likely become an anchor for many
of Ramsey's IT systems, its design must accommodate the needs of all departments.

In addition, the City should leverage, as much as possible, the knowledge gained by Coon
Rapids in integrating with Anoka County's GIS.

Electronic Document Storage and Retrieval

-289-
